2005 Transition Facility - Programme for Malta
The main objectives of this twinning project is as follows:
Further training of existing and new staff members and information campaigns to increase awareness among farmers,
Review of the organisational structure and of recommendations on staffing levels for the Paying Agency and its delegated services,
Elaboration of the tender dossiers for the complete IT system, contracting and supervision of the implementation,
Creation of the entitlements register and fine-tuning of the cross-compliance database,
Provision of the complete infrastructure (software, hardware, network, office buildings fully equipped). This will be tendered out separately,
Establishment of the link between the farmers in the LPIS (Land Parcel Identification System) and the entitlements register,
Further secondary legislation, protocols, memoranda and contracts,
Elaboration of the complete set of manuals,
Implementation of the Single Payment Scheme and all its processes,
Any modifications required on the criteria for Good Agricultural and Environmental Conditions (GAECs),
Setting up of the farm advisory system.
