MS Project Leader
Mr. Salvatore Carfì, whose tasks will be:
Overall coordination of the project
Leading project activities and key experts for all the components with direct involvement in Components 2, 3 and 6
Safeguarding (Guaranteeing) availability of MS experts
Management of the project
Submission of reports (together with BC PL)
Co-chairing the Twinning Project Steering Committee Meetings (together with BC PL)
Allocate approximately 3 days per month in MS and 3 days every 3 months in BC for the monitoring and evaluation of progress of the project
Expert for the organisational set up of the Maltese Paying Agency and IACS Department and Advisory system ensuring continuity with the Twinning ’light’ MT2004/IB/AG/02/TL
Expert for the assistance to develop the IACS system and the cross-compliance control system
Organisation of study visits and internships
RTA
Mr Roberto Boccaletto will be the Resident Twinning Adviser (RTA) having responsibility for:
Coordination and supervision of project implementation and of short-term expert input Reporting
Provision of expertise and work input according to work plan
Participation in the Twinning Project Steering Committee
Works permanently in BC for 16 months
Drafting of written materials with relation to the project in Malta and MS languages
Drafting of minutes of meetings
Elaboration of programs for short-term experts and other foreign specialists in relation to the project
Perform necessary office and office management tasks including filing, relationship with the AVEPA mandated body and cooperation with the PLs involved on the actions to take
Assist the short-term experts and other foreign specialists involved in the project in matters related to language problems or other problems due to being and working in a foreign country

Continuous updating of the organisation structure in relation to the implementation of the CAP in order to ensure effectivness and sustainability.
Analysing the current procedure for Cross Compliance, and recommend on necessary changes to make Cross Compliance observance effective and sustainable.
Assist the Maltese officials in implementing recommendations on Cross Compliance.
Assist the Maltese officials in any technical issue they might have during the implementation of the first year of the single payment scheme.
